Jiang Yu started the press conference with the following announcement:
The General Debate of the 66th Session of the UN General Assembly will be held in the UN headquarters in New York from September 21 to 30. Foreign Minister Yang Jiechi will attend and make a speech at the General Debate as head of the Chinese delegation. He will set forth China's opinions and stance on the current international landscape, major international and regional issues as well as China's positive efforts to maintain world peace and promote common development.
Q: Will Foreign Minister Yang Jiechi attend any other important activities on the sidelines of the General Debate of the 66th Session of the UN General Assembly?
A: A series of multilateral meetings and activities will be held on the sidelines of the General Debate, including the Global Counter-Terrorism Forum, the UN High-Level Meeting on Libya, the UN Security Council High-Level Meeting on Preventive Diplomacy, the BRICS Foreign Ministers' Meeting, the G77+China Foreign Ministers' Meeting, the UN Ministerial Meeting on the Horn of Africa Famine and the High-Level Meeting on Nuclear Safety and Security. Foreign Minister Yang Jiechi's attendance at those meetings are being arranged. In addition, he will also have some bilateral meetings.
Q: You mentioned that Foreign Minister Yang Jiechi will attend the Global Counter-Terrorism Forum and the UN Ministerial Meeting on the Horn of Africa Famine. Please give us some information about those meetings as well as China's expectation. Please brief us on the assistance China has pledged to provide since the outbreak of the drought in parts of Africa.
A: The Global Counter-Terrorism Forum will be officially launched on September 22 in New York. China is a core member of the Forum. Foreign Minister Yang Jiechi will attend and address the ceremony. China is committed to promoting international counter-terrorism cooperation and participates actively in relevant preparations for the Global Counter-Terrorism Forum. China will further enhance counter-terrorism exchanges and cooperation with all parties on the platform of the Forum so as to jointly promote world peace and stability.
The Ministerial Meeting of Donor Countries on the Horn of Africa Famine will be held on September 24. China will shed light on its assistance to the disaster-affected countries and its help with the food security capacity-building in Africa. China will call on the international community to intensify assistance to the Horn of Africa so as to fulfill the commitment. China hopes that the meeting will arouse world-wide attention and support to the emergency disaster relief actions in the Horn of Africa and find a method that integrates disaster relief with long-term solution of the food security issue.
In order to help relevant countries in the Horn of Africa tackle severe drought, the Chinese Government has decided to provide RMB 443.2 million worth of emergency food aid in total to relevant countries. On top of that, the Red Cross Society of China also provided relevant countries with RMB 8 million worth of humanitarian assistance.
Bearing in mind the principle of "teaching one to fish is better than giving him fish", we conduct agricultural cooperation with Africa, giving full play to our advantage in agricultural technology. We set up 10 agricultural demonstration centers in Africa and sent nearly 1000 agricultural experts and technicians there. We also help African countries with their agriculture under the framework of the "Special Programme for Food Security" launched by the Food and Agriculture Organization of the United Nations. At the same time, we encourage Chinese enterprises to carry out agricultural cooperation with Africa.
Q: It is learned that the DPRK and the ROK top nuclear negotiators will meet in Beijing next week. Please confirm and give us more details.
A: The China Institute of International Studies will host an international symposium in Beijing on September 19 to commemorate the 6th anniversary of the release of the September 19 Joint Statement. All six parties will send representatives to the symposium. Special Representative Wu Dawei of the Chinese Government on the Korean Peninsula Affairs will be present. Please consult the host of the symposium for the list of participants. Whether the DPRK and the ROK representatives will meet or not remains unknown.
We deem the September 19 Joint Statement as the most important outcome of the Six-Party Talks which pools the painstaking effort and wisdom of all six parties. It is hard earned and worth cherishing. It is important for us to review the spirit of the Joint Statement and discuss how to press ahead with the Six-Party Talks on the 6th birthday of the September 19 Joint Statement. We wish the Symposium a success and a boost to the realization of denuclearization on the Korean Peninsula as well as peace and stability of the Peninsula and North East Asia.
Q: According to people familiar with the matter, a delegation of leaders from the ROK's seven largest religious groups is scheduled to visit the DPRK next week with the hope of meeting its supreme leader, Kim Jong Il. Will this visit help break the ice of South-North relations? How does China look at their contact?
A: The South and the North are masters of the Peninsula. Peace and stability of the Peninsula should be based on the improvement of South-North relations, which China supports. China hopes that both sides will be forward-looking and accord priority to peace and stability of the Peninsula by engaging in contact and dialogue and improving mutual trust for the realization of reconciliation and cooperation.
Q: It is reported that the US White House may issue a statement on the arms sales to Taiwan. If the US only upgrades the existing military hardware, instead of selling a new type of F-16 fighter jets to Taiwan, will China still make fierce response and take revenge?
A: China firmly opposes US arms sales to Taiwan. We urge the US side to abide by the three China-US joint communiqués, especially the principles enshrined in the August 17 Communiqué and stop selling arms to Taiwan. China and the US should work together to translate the two leaders' important consensus on advancing bilateral relations into tangible outcomes, enhance mutual respect and mutual trust, appropriately address sensitive issues and keep bilateral relations away from unnecessary disturbance and harm.
Q: German Chancellor Merkel unequivocally stated that Germany would exert its utmost to rescue the eurozone from the European debt crisis. How does China look at the statement? Separately, the UK, France and other countries as well as the International Monetary Fund all publicly expressed their support of bringing the RMB into the basket of currencies of Special Drawing Rights (SDR) so as to strengthen the stability of the global monetary system. What is China's comment?
A: We have noted and welcome the measures jointly adopted by the five central banks. We believe that major countries in the eurozone will give full play to their leading role and address relevant issues through coordination. China supports the efforts made by the eurozone countries to tackle the European debt crisis.
We welcome the international community's acceptance and recognition of the RMB. Problems arising from the financial crisis and economic recovery make people realize that the deficient international monetary system needs reform. However, the reform should be a long-term and incremental process that moves ahead steadily.
The reform of the SDR is significant. The expansion of the SDR currency basket will be conducive to improving the diversification and representation of the international monetary system. It is an important topic worth discussing in the reform of the international monetary system to put more eligible currencies of emerging countries into the basket so as to objectively reflect the global economic landscape. The reform of the international monetary system will also be one of the important agenda items in the G20 Summit this year.
The RMB is now of certain capacity and potential to join the SDR, but we still have a lot of preparation to do. We are not in a rush for quick results, since the reform should advance gradually in due order.
Q: Chairman Jalil of the Libyan National Transitional Council (NTC) told the press after meeting visiting French President Sarkozy and British Prime Minister Cameron that the allies who support the NTC in the conflict will be given priority for future cooperation under the principle of transparency. What is China's comment?
A: China values the important status and role of the NTC and believes that the Libyan people have the capacity and wisdom to appropriately handle relations with different parties. We believe that China-Libya relations will develop steadily with the concerted efforts of both sides. We would like to play an active role in Libya's reconstruction on the basis of mutual benefit and win-win outcome.
The NTC has reaffirmed time and again that it will abide by and carry out the agreements and contracts signed with foreign countries. This message is of great significance to the international community, as it shows foreign investors that cooperation with Libya is reliable and stable. We hope the existing contracts of projects between China and Libya be fully honored and lay a foundation for future cooperation.
Q: When will the Chinese Ambassador to Libya return to Tripoli?
A: The staff of the Chinese Embassy in Libya will return to Tripoli when the conditions are ripe.
At the end of the press conference, Jiang Yu notified the press of the "Love Knows No Borders" international charity sale.
"Love Knows No Borders-International Charity Sale for Poor Mountain Villages in Yunnan Province" will be held in Chaoyang Park tomorrow, with nearly 80 foreign embassies and missions of international organizations present. The fund raised in the sale will be used to rebuild the poor mountain villages of ethnic minorities in Yunnan province.
